Falling rates

I have been asked to locum at a local multiple pharmacy on Good Friday. I worked last year on this day and was pleased to have received the reasonable holiday rate of £27 per hour. When I checked to make sure this rate still applied, I was told that this was now considered “a normal working day” and the rate is £21 per hour. Is this yet another sign that fair pay to a profession has drastically gone to pot?
